    2023 Hire Local Annual Report (Year 1)

    The Hire Local evaluation seeks to understand whether the size and efficacy of the training and completion pipeline meets the region’s needs, and, given the high cost of housing and living, whether those who complete local workforce training and education programs find employment that allows them to live nearby.

    This data provides information on workforce education and training enrollment, completion, employment, and earnings intended to begin the process of tracking and understanding the local workforce pipeline. New measurement tools intend to provide a more accurate portrayal of the impact of the workforce system, including change in income, which measures the share of employed completers who experienced an increase in earnings, and earnings distribution, which looks at earnings thresholds beyond poverty (e.g., whether individuals earn enough to afford the rent for a local one-bedroom apartment) to more accurately measure participant perception of program success.

    Key takeaways within the evaluation period (Oct 2021 – Sept 2022) include:

    • 14,870 residents enrolled in focus industry training and education programs. Nearly half were younger than 21. A near equal share entered skilled trades/manufacturing, healthcare, and business programs, and slightly less entered IT programs.
    • 4,548 Austin metro residents completed training. Of them, 71% found employment in a training-related field within the first quarter post-completion, up two points from last year.
    • Of Austin’s training completers who found employment, nearly all (85%) experienced an increase in their income in the first quarter post-completion compared to their average quarterly earnings the year prior to enrolling. For those who found employment, their post-program wages increased more than 254%.
    • Rather than focus on a single measure of income to determine success, the Hire Local evaluation considers multiple earnings categories to provide a clearer portrait of the success and Austin-area affordability. There is significant evidence that the region’s workforce system as measured by Hire Local is moving in the right direction. For example, the share of individuals able to afford (on their own) the average rental price of a one-bedroom apartment more than tripled from their pre-training employment, from less than 1 in 20 to more than 1 in 10.

    Building a Robust Labor Force to Deliver Generational Infrastructure

    Considering the imminent arrival of several large-scale projects, Austin must prepare itself for the heightened demand for M+I workers. Building A Robust Labor Force to Deliver Generational Infrastructure is Central Texas’ first-ever labor and demand forecast for the mobility and infrastructure (M+I) sector, initiated to inform the region’s action plan for connecting local people to the thousands of jobs and careers created by the M+I industries.

    Why it matters: With the investment in transformational regional infrastructure, we can address Austin’s affordability challenges by creating family-supporting jobs and sustainable career pathways, while improving regional mobility.

    • Austin can cultivate a strong and skilled labor force capable of undertaking these large-scale mobility and infrastructure projects, thereby redefining economic development prospects to foster prosperity for all.

    Big picture: Austin, now the ninth-largest city in the nation, has grown by 14% in the past five years, sparking increased demand for new housing, improved roads, and other infrastructure enhancements.

    • This rapid expansion underscores the critical need for a robust M+I workforce, equipped to manage, supervise, and construct infrastructure projects.
    • Currently, Austin’s M+I sector employs over 222,000 workers, positioning it as the region’s second-largest sector, surpassing both healthcare and advanced manufacturing.

    Zoom out: The M+I industry has gained significant national attention, with the implementation of the Bipartisan Infrastructure Law, the Inflation Reduction Act, and the CHIPS and Science Act, resulting in a historic investment of $2.5T.

    • A significant portion of this funding, approximately $500 billion, is allocated to infrastructure projects and is closely linked to workforce development.[1] Consequently, the M+I industry urgently requires a forward-looking workforce development system.
    • Approximately 1.7M workers leave their positions annually, highlighting the substantial efforts needed to fill these vacancies. The recent federal legislation is anticipated to generate an additional 1.5M jobs annually.[2]
    • Of note: The industry has been criticized for its lack of inclusivity towards younger workers, women, and people of color. Therefore, inclusive training programs targeting non-traditional populations and providing access to well-paying jobs are imperative to meet the escalating demand for projects.

    Bottom line: Our research provides crucial insights into the M+I sector by examining the existing capacity of Austin’s M+I workforce, forecasting its growth trajectory until 2040, and presenting solutions that exist both nationally and within the region to fortify the workforce development ecosystem. 

    The 10 most relevant trends for defining the current gaps and future opportunities in the M+I sector are:

    1. 10,000 M+I jobs created annually through 2040.
    2. The region’s existing skill shortages could hamper project success.
    3. Even the deepest wells of talent will be spread thin.
    4. A 4,000 annual training gap could exacerbate skill shortages.
    5. 6 in 10 M+I workers earn a prevailing wage.
    6. Women account for only 14% of the M+I workforce.
    7. Automation is set to impact M+I jobs more significantly than most other sectors.
    8. Employers seem to be disconnected from the skilled trade talent pool within the region.
    9. There is no consistent standard training period for the region’s M+I training initiatives.
    10. Present-day recruiting methods in the M+I sector are limited.

An action plan is in development by the Leadership Group to bring thousands more residents into M+I jobs in our region. One of the first action items from this partnership was to deliver this research study.

    Connecting Industry to the Classroom with the Teacher Externship Program

    Summary of Initiative

    Growing a world-class competitive workforce is our business, and we listen and work closely with employers to help build a workforce that meets the needs of today. As one approach to our work, our team of Career & Education Outreach Specialists continue offering guidance to our region’s future skilled workforce, connecting schools and employers to support students in developing in-demand academic and technical skills for today’s workforce.

    The Need

    The importance of building a higher skilled workforce to fill in-demand roles such as those in tech, infrastructure/mobility, advanced manufacturing, healthcare, and skilled trades/construction is even more apparent in today’s talent shortage. The demand for skilled workers is made more urgent by demographic shifts in the labor markets and increasing retirements.

    The Solution

    Each summer, Workforce Solutions Capital Area partners with local school districts and employers from various industries for the Teacher Externship Program. Through this program, we’re able to:

    • Strengthening relationships: Teachers are able to connect with local employers and get hands-on exposure to the high-demand skills, certifications and education required for a variety of high-wage, high-growth careers in Austin. Local companies’ employees are also able to connect with various community engagement opportunities.
    • Develop in-demand skills: At the end of the program, participating educators develop an industry-led lesson plan to share with students in their classrooms.

    Partnerships and Enabling Public Policies

    In addition to the connections and data-informed curriculum created through the externship program to, the program also provides additional benefits to the schools and participating teachers. In 2022, we also partnered with Nepris to purchase licenses for career exploration software for teachers who do not have access to it through their ISDs. We also leveraged Texas Workforce Commission funding to provide $500 stipends to each educator who participated.

    Outcomes/Benefits

    We have strengthened relationships with local school districts to connect with the next generation of skilled talent. Ninety-nine teachers and counselors connected with three-day externships. Districts represented include Austin, Cypress, Del Valle, Eanes, Elgin, Manor, and Pflugerville. Schools represented include Texas School for the Blind and Visually Impaired and the Goodwill’s Excel Center. 28 employers hosted teachers. Employers include those represented on WFS’ board, such as Ascension Seton, Athena Manufacturing, and more. We look forward to continue this effort, raising awareness to our emerging workforce of quality career pathways.

    2021 Impact Report

    Two long years after the pandemic first struck our region, it looks like we’re finally coming out on the other side. Today, the local economy is booming and many employers are hiring. Still, not everyone is benefiting from the growth and opportunity that has blessed our great city. Equity and skills gaps have become even more exacerbated.

    Our community has a growing affordability crisis and yet there are more good, high-paying jobs available than skilled workers. But there is a bright spot: individuals who complete training through Workforce Solutions Capital Area increase their annual wages by an average of $30,000.

    In many cases, scholarship funds are available for workers who want to obtain training that can increase their earning potential and help them compete in the current and future job market.

    Here’s the bottom line: We haven’t stopped pushing forward our mission to connect local people to local jobs, and we’re only scaling up. I’m thankful for the 37 WFS team members and many community partners — both new and longstanding — working with us to respond to the needs of now.
