    As an employer deeply committed to advancing economic opportunity, the Austin Area Urban League (AAUL) has successfully partnered with Workforce Solutions Capital Area to grow its team, invest in emerging talent, and support meaningful career pathways. By leveraging Reverse Referrals, Subsidized Employment, and On-the-Job Training, AAUL has strengthened its workforce while modeling best practices in inclusive hiring and skill development.

    For mission-driven employers like AAUL, it’s essential to bring in staff who align with both the organization’s values and its community impact goals. Traditional recruitment methods can sometimes leave key roles unfilled if the right candidates aren’t actively applying.

    AAUL embraced the Reverse Referral model—referring strong candidates directly to WFS Capital Area to be screened for eligibility and supported through subsidized employment services—to close this gap. This approach ensures they can move forward with hiring individuals they’ve already identified as valuable additions to their team.

    Through Reverse Referrals, AAUL referred six candidates, resulting in five hires through the Subsidized Employment program. These placements provided immediate support to the organization while reducing wage costs during the initial training period. Two of those employees transitioned into On-the-Job Training—a clear indication of AAUL’s commitment to long-term workforce development.

    These transitions resulted in wage increases ranging from $3.00 to $5.00 per hour. These outcomes reflect a strong return on investment for both the employer and the individuals served.

    This group of employees represents more than just numbers—they reflect the impact of a hiring model that puts equity, strategy, and speed at the center of workforce development. By leveraging Reverse Referrals, AAUL was able to hire individuals they had already identified as mission-aligned, while Workforce Solutions provided the financial support to onboard and upskill them.

In 2025, Workforce Solutions Capital Area paid out $67,000 in subsidized wages—dollars that go directly toward building local workforce capacity and supporting employer growth.     When Homewatch Caregivers of Austin launched in December 2023, their mission was clear: deliver compassionate, personalized in-home care to individuals and families across the Austin area. But like many new businesses, they faced a critical challenge—how to build a strong, reliable team with limited resources.

    Through the Earn & Learn service offered by Workforce Solutions Capital Area, Homewatch found more than just staffing support—they found a strategic partner committed to workforce development and long-term business success.

    Why it matters: As a newly established in-home care agency, Homewatch needed a dependable workforce to meet growing client needs. However, with tight startup budgets, recruiting and training qualified employees posed a significant hurdle.

    That’s where the Earn & Learn service made the difference. By providing funding support for on-the-job training, Earn & Learn is assisting Homewatch to build its team without compromising service quality or financial stability.

    Through our Earn & Learn service, Homewatch accessed a diverse talent pool and filled essential care positions using WFS Capital Area’s Reverse Referral model, which allows employers to directly refers a current employee or a candidate for employment to Workforce Solutions.

    This streamlined approach allowed Homewatch to refer promising candidates for subsidized training and employment, reducing hiring risks and accelerating onboarding. The partnership also opened doors to attend local hiring events and tap into a network of job-ready individuals seeking purpose-driven careers in healthcare.

    What’s happening: Since joining the Earn & Learn initiative in November 2024, Homewatch Caregivers of Austin has made significant strides in workforce development:

    • They successfully placed candidates through community hiring events, including Workforce Solutions’ healthcare-focused job fairs.
    • Homewatch advanced their employee Angelica Hernandez to a Care Coordinator role earning $21 per hour through On-the-job training.
    • Another employee is being upskilled through the Reverse Referral process and will be transitioning into a new role as an Office Administrative Assistant, showcasing Homewatch’s dedication to internal growth and employee advancement.

    Driving the news: Homewatch recruited Carilu Ledezma (at top) as a caregiver at a healthcare industry job fair hosted by WFS Capital Area in July.

    • Carilu is earning $17.25 an hour in her new role.

    Solving Healthcare Shortages: Certified Medical Assistant Apprenticeships

    The Central Texas Healthcare Partnership is solving local healthcare shortages by utilizing earn and learn opportunities such as apprenticeships. One occupational shortage that our industry leaders identified was Certified Medial Assistant (CMA).

    The Challenge: A Growing Demand for Medical Assistants

    Just a few years ago, the shortage of CMAs was substantial in the Austin metro area. Employers reported having over 50 job openings at any given time. This shortage was compounded by the fact that local training providers were not graduating enough students to fill the occupation shortage. This led to employers competing over candidates and shortages for all regional healthcare providers.

    The Solution: Apprenticeships That Work

    In 2019, the Central Texas Healthcare Partnership partnered with Austin Community College and Innovative Workforce Projects to create national accredited Certified Medical Assistant registered the apprenticeships with the Department of Labor, and started offering apprenticeships to local residents.

    Program Goals

    • Hire individuals with no prior healthcare experience and provide paid on-the-job training as Certified Medical Assistants.
    • Upskill current employees who were ready to advance their careers and add additional certification and responsibilities to retain current staff.
    • Add additional CMAs to our community to decrease shortages and reduce job openings.

    Key Partners & Employers

    Based on employer input and request for a Medical Assistant talent pipeline, we began leveraging our partnerships with Austin Community College and Innovative Workforce Projects that were vital to the success of the apprenticeships.

    Once we built the apprenticeship framework with our partners, we introduced local employers to the benefits of the apprenticeship model for this non-traditional industry. Four employers signed on to implement the CMA Apprenticeship program: Ascension Seton, Austin Region Clinic, Baylor Scott & White Health, and CommUnityCare.

    Workforce Solutions Capital Area also secured and leveraged multiple grants awarded to us by the Texas Workforce Commission that were imperative to fund and grow these apprenticeship programs.

    Impact to Date

    The healthcare industry has enrolled and hired 334 healthcare apprentices as Medical Assistants from September 2019 through December 2024. Enrollment for the CMA apprenticeship has grown significantly, with the largest increase occurring in 2022, when participation surged by 311% compared to the previous year.

    Our healthcare providers have hired on average five CMA apprentices per month for the past five years thanks to this new recruitment and training strategy.

    “The apprenticeship allows for clinics to support and develop community members into Certified Medical Assistants, thus improving the employment pathway and the pipeline from underserved populations into the Ascension network. The apprenticeship is helping stabilize the CMA workforce and is producing associates functioning at Ascension Gold Standards which are now highly sought by managers across Ascension clinics.”

    Why it matters: Many employers found qualified candidates for both entry-level and specialized positions, with some offering interviews on the spot. More than just filling positions, the event fostered meaningful connections, provided valuable career advice, and highlighted the need for skilled workers in our community.

    Zoom in: The United States Postal Service, along with many other organizations, came together to provide job opportunities for individuals seeking their next career step. Our mission is to connect local talent with local jobs, and this event exemplified that by bringing companies directly to candidates. The goal was to support the community by filling vital positions that contribute to the growth of Austin.

    Many of the companies at the event offered roles that are essential to our community. The United States Postal Service, for example, had several positions available, including Lead Automotive Technician, Maintenance Mechanic, Assistant Rural Carrier, Rural Carrier Associate, and City Carrier Assistant.

    • These roles are in high demand to meet the mail processing needs and ensure timely delivery. To effectively serve the community, it’s crucial to have skilled talent to carry out these important tasks.

    Partnering with WFS Capital Area gave local companies access to a diverse pool of talented individuals eager to start their next career. The event created a welcoming atmosphere where recruiters could engage with candidates in a more personal and meaningful way than through a Zoom call. It provided companies with the opportunity to showcase their organizations and connect with potential hires, setting them up for success in filling high-demand roles.

    The event opened doors for many individuals in our community:

    • For example, the Travis County Sheriff’s Office found three promising candidates for their Correctional Officer positions, who are now moving forward with required assessments.
    • PeopleReady is currently onboarding several candidates, and the United States Postal Service is still reviewing potential hires, with updates expected soon.

    Many attendees learned about the event through the news and were excited to connect not only with USPS, but also with other great local employers. Despite facing challenges in securing their next opportunity, many left the event feeling inspired and hopeful for the future after meaningful conversations with recruiters.

    Workforce Solutions Capital Area, through its dedicated Business Consultant in the Manufacturing Industry, has forged a strong partnership with ABC Copy Co, a well-established Travis County manufacturer. This collaboration has led to ABC Copy Co joining the Subsidized Employment (SE) program, which aims to connect employers with skilled job seekers while providing financial support to participating businesses. The initiative focuses on filling critical positions at ABC Copy Co, particularly in the customer service department.

    The Need

    ABC Copy Co, like many small local businesses, faced challenges in finding qualified candidates to fill three entry-level positions in their customer service department. As a company with a strong commitment to serving the Austin community, ABC Copy Co sought to hire individuals who shared their values of hard work, creativity, and dedication to customer satisfaction. However, the competitive job market and limited resources made it difficult for them to attract and retain the right talent. Recognizing the need for assistance, ABC Copy Co reached out to WFS Capital Area for support in finding suitable candidates.

    The Solution

    Our Business Consultant, specializing in the Manufacturing Industry, worked closely with ABC Copy Co to understand their specific hiring needs and requirements. Through a comprehensive screening and matching process, the consultant identified James R. as an ideal candidate for the General Production Helper position. James, a Travis County resident and job seeker, possessed the necessary skills, experience, and work ethic to excel in this role. To support both ABC Copy Co and James, Workforce Solutions Capital Area enrolled the company in the Subsidized Employment (SE) program. This program offers a 12-week internship, during which the employer receives financial subsidies to offset the costs of hiring and training new employees. James officially started his full-time (40 hours per week) SE Internship as a General Production Helper at ABC Copy Co on June 10, 2024, with an anticipated end date of August 30, 2024.

ABC Copy Co gained a valuable team member in James, who quickly adapted to his role and contributed to the company’s productivity and customer satisfaction.     How WFS Capital Area Assists MoboTrex in Hiring Their Manufacturing Workforce

     

     

    MoboTrex is a partner company that found success at two of our recent industry-focused job fairs. These events are an important service that Workforce Solutions Capital Area provides on a frequent basis. Last year, our Business Solutions Unit managed 71 job fairs, attended by 4,421 job seekers. These job seekers are provided with the opportunity to find potential jobs with local employers hiring for immediate openings. In addition to the benefits to job seekers, these fairs can also serve as a place where employers can network with one another to build new relationships.

    The Need
    When MoboTrex tabled at a manufacturing-focused job fair in winter 2023, their organization had a process technician opening that had been vacant for more than 2 months, since finding a qualified candidate for this role can be difficult in a competitive labor market. Process technicians require specific skills to help with implementing corrective actions on production lines, and they are also tasked with improving overall manufacturing processes.

    The Solution
    For all Targeted Industry job fairs, WFS Capital Area’s Business Solutions Team conducts targeted outreach. In addition to inviting the general public, the BSU identifies (through WIT, the UI Claimant List, LinkedIn) and invites individuals with experience in the selected industry, knowing they possess the skills necessary for attending employers.

    Targeted Industry events are highly desirable to these customers, since they will find multiple employers in that customer’s field of interest, unlike a general job fair, which could have 30 employers, only one of which represents the targeted industry. During a quarterly manufacturing focused job fair at WFS Capital Area, MoboTrex identified a candidate who had extensive experience in similar manufacturing settings. After speaking to the candidate, MoboTrex quickly acted on scheduling an interview and hired them soon after.

    Outcomes + Benefits
    According to MoboTrex, the individual first started as a temporary employee and soon after transitioned into a permanent position after displaying excellent performance. The company advised that training the individual was simple because of the foundational knowledge they brought with them. Additionally, MoboTrex mentioned that the individual’s Spanish speaking ability helped numerous coworkers who were not fluent in English.

    “We always look forward to attending the job fairs organized by WFS Capital Area,” said Josie Mancilla, Senior Human Resources Generalist.

    During a more recent manufacturing job fair in February, MoboTrex once again found success in hiring a job seeker for an assembly position. MoboTrex noted that meeting with potential candidates in-person has been beneficial to having customers gain employment faster. Putting a face to the resume and building an initial rapport moves a candidate higher up on the candidate list.

    Another exciting benefit of these industry events is the networking opportunities available to employers. At the same event at which they found their process technician, MoboTrex initiated conversations with other vendors and says that it is a great place to meet new companies.

    “We get a chance to meet qualified candidates, understand what skills are out there and gives us a chance to mingle with other companies as well. We enjoy sharing with the participants information about our organization as well as trying to encourage them to continue seeking that job that is out there for them. To never give up. Also, it is a great opportunity to step out of the office for a few hours to see as well as feel a different perspective of what is going on in the job market,” Josie said.

    Since our partnership in early 2021, MoboTrex has continuously participated in multiple job fairs and has utilized multiple recruiting services we offer such as posting 25 jobs on WorkinTexas.com that ended up receiving a total of 72 staff-created referrals. MoboTrex is also in the process of potentially creating a subsidized employment opportunity for Workforce Solutions customers.

As one approach to our work, our team of Career & Education Outreach Specialists continue offering guidance to our region’s future skilled workforce, connecting schools and employers to support students in developing in-demand academic and technical skills for today’s workforce.

    The Need

    The importance of building a higher skilled workforce to fill in-demand roles such as those in tech, infrastructure/mobility, advanced manufacturing, healthcare, and skilled trades/construction is even more apparent in today’s talent shortage. The demand for skilled workers is made more urgent by demographic shifts in the labor markets and increasing retirements.

    The Solution

    Each summer, Workforce Solutions Capital Area partners with local school districts and employers from various industries for the Teacher Externship Program. Through this program, we’re able to:

    • Strengthening relationships: Teachers are able to connect with local employers and get hands-on exposure to the high-demand skills, certifications and education required for a variety of high-wage, high-growth careers in Austin. Local companies’ employees are also able to connect with various community engagement opportunities.
    • Develop in-demand skills: At the end of the program, participating educators develop an industry-led lesson plan to share with students in their classrooms.

    In addition to the connections and data-informed curriculum created through the externship program to, the program also provides additional benefits to the schools and participating teachers. In 2022, we also partnered with Nepris to purchase licenses for career exploration software for teachers who do not have access to it through their ISDs. We also leveraged Texas Workforce Commission funding to provide $500 stipends to each educator who participated.

    Outcomes/Benefits

    We have strengthened relationships with local school districts to connect with the next generation of skilled talent. Ninety-nine teachers and counselors connected with three-day externships. Districts represented include Austin, Cypress, Del Valle, Eanes, Elgin, Manor, and Pflugerville. Schools represented include Texas School for the Blind and Visually Impaired and the Goodwill’s Excel Center. 28 employers hosted teachers. Employers include those represented on WFS’ board, such as Ascension Seton, Athena Manufacturing, and more. We look forward to continue this effort, raising awareness to our emerging workforce of quality career pathways.
